Bug Description
When adding binaries with the change-packages message (i.e. installing package profiles), we currently reload every repo, since we need to make sure that the facade knows about the added binaries, so that it can install them.
Updating everything is expensive, though, so we should update as little as possible. python-apt has an API for updating only a single sources.list file, but it's not available in Lucid, so we have to take some care when doing this.
