Bug Description
The fix implemented for Bug #423325 only alleviates the issue.
For instance if the client receives are request for removing package A and install package B, and the following two conditions are true:
1) package A has an available upgrade A1 in a channel
2) there is third package C that depends on A
then the client will go back to the server proposing to upgrade package A to A1 and install package B.
