Bug Description

The package-reporter logs a warning when running smart-update --after,
if the latter exits with code 1 and a single newline as output. This
just means that not enough time is elapsed since the last run, and
nothing should be logged.

The package-reporter doesn't log a warning anymore in case smart-update --after exits with code 1 due to not enough time having being elapsed since the last time.
