Updating tags in client.conf doesn't update the tags on landscape-server

When I update the `tags =` section of client.conf, adding new tags, I expect to either have those tags automatically update the registration over time, or be able to run something like `landscape-config --silent` to update the registration. This doesn't seem to update the tags at all, and the only way I can find is to go to the GUI or API to update the tags (which the client doesn't really have permissions to do), or re-register the computer entirely which makes a duplicate.

FYI, it's been noted by the Landscape team that Kevin is working on addressing this issue in the landscape-client/server communication.
