Bug Description
root_url is currently unset on new deploys. I tested with bug #1442533 where this looked like it should have been committed.

In attempting to reproduce this, I've noticed that root-url in /etc/landscape/ service. conf is set appropriately to the haproxy IP:
$ juju run --machine 2 "sudo grep root-url /etc/landscape/ service. conf" /10.0.3. 121/ localhost localhost: 9100
root-url = https:/
# XXX This is workaround to for the api service to not set it's root-url
root-url = http://
root-url = http://
The latter two are for the API (bug 1463955) and package-upload, which need to be fixed separately.
David, can you please let us know if this is still applicable or if I misunderstood the bug report.
