Bug Description

root_url is currently unset on new deploys. I tested with bug #1442533 where this looked like it should have been committed.

In attempting to reproduce this, I've noticed that root-url in /etc/landscape/service.conf is set appropriately to the haproxy IP:

$ juju run --machine 2 "sudo grep root-url /etc/landscape/service.conf"
root-url = https://10.0.3.121/
# XXX This is workaround to for the api service to not set it's root-url
root-url = http://localhost
root-url = http://localhost:9100

The latter two are for the API (bug 1463955) and package-upload, which need to be fixed separately.

David, can you please let us know if this is still applicable or if I misunderstood the bug report.
