Landscape server 23.03 on focal failing to update database schema

Using the following charms all on focal

haproxy stable 66
landscape-server stable 87
postgresql latest/stable 290
rabbitmq-server stable 123

That gets fixed by:
juju config postgresql extra_packages="python3-apt postgresql-contrib postgresql-.*-debversion postgresql-plpython3-.*"

but imo charms should set dependencies, in this case - landscape-server charm should send to postgresql charm the requirements
