Landscape Server does not pass self-signed certificates to landscape-client

Bug Description
Running on 16.04 with the latest upstream landscape-client and landscape-server charms.
When using a self-signed certificate from haproxy, the landscape-server charm never passes the ca certificate to the landscape-clients, resulting in ssl errors on the client units and failed registration.
This can be seen in landscape's broker.log from the client nodes and can be verified manually by attempting to register with the `landscape-config` command.
