Bug Description
On xenial, if you try to resume a landscape-server unit that has pending schema patches that haven't been applied, the resume action fails with 'exit status 1', and the workload status message is set to "Starting services".
On trusty, the resume action fails with "unapplied schema patches" and the workload status is correctly set to "Services paused".
The test_resume_fail integration test currently fail on xenial due to this bug.
