All rabbitmq-server units should be listed in the [broker] section

Bug Description

When adding or removing rabbitmq-server units from a landscape deployment, the broker->host entry in landscape's /etc/landscape/service.conf should be updated accordingly, since by default rabbit will cluster.

I tested latest cs:xenial/landscape-server-21 against a rabbitmq-server cluster of 3, and "host" variable in /etc/landscape/service.conf only lists one of the units.

As said in the description, host var should list a comma-separated set of IPs to allow fallback within a RMQ cluster.
