I tested latest cs:xenial/ landscape- server- 21 against a rabbitmq-server cluster of 3, and "host" variable in /etc/landscape/ service. conf only lists one of the units.
As said in the description, host var should list a comma-separated set of IPs to allow fallback within a RMQ cluster.
