Bug Description
Starting with r376 the charm-helpers services framework allows data-providers to be triggered only outside relation hooks. We already have a workaround for this limitation that can be now dropped, and we'll need this behavior for leader-change related code (e.g. updating the haproxy relation when the leader changes).
