Bug Description

The second stage when setting up the environment in windows indicates success even though the image cannot be properly downloaded.

The download link in e.g. the wbatch/create_base.bat script is invalid and needs to be udpated.

From wbatch/create_base.bat:

...
cscript /nologo %TOOLSDIR%\downloader.js http://cdimage.ubuntu.com/releases/18.04/release/ubuntu-18.04.2-server-amd64.iso

Execution create_base.bat indicates successful image download. However, the image is only ~1KB large
