Bug Description

After we move kuryr to kuryr_libnetwork, we miss update the path of tests folder in .coveragerc and tox.ini:

.coveragerc:
omit = kuryr/tests/* -> omit = kuryr_libnetwork/tests/*

tox.ini:
setenv = OS_TEST_PATH=./kuryr/tests/fullstack -> setenv = OS_TEST_PATH=./kuryr_libnetwork/tests/fullstack
