Bug Description
In current kuryr code base, it is assumed that neutron extensions support is checked on first attempt to connect to neutron server. But this is the valid case that neutron server may disconnect while kuryr is still running and neutron configuration may change, i.e supported extensions may be different. Kuryr should periodically refresh the cache of supported neutron extensions and not assume the list is the same from the initial connecting to neutron
