setup.py install failing with error "Project name kuryr-libnetwork was given, but was not able to be found"

Bug Description

This bug tracker is for errors with the documentation, use the following as a template and remove or add fields as you see fit. Convert [ ] into [x] to check boxes:

- [x] This doc is inaccurate in this way: point 2) "python3 setup.py install" command is failing with exception: "Exception: Versioning for this project requires either an sdist tarball, or access to an upstream git repository. It's also possible that there is a mismatch between the package name in setup.cfg and the argument given to pbr.version.VersionInfo. Project name kuryr-libnetwork was given, but was not able to be found."
- [ ] This is a doc addition request.
- [ ] I have a fix to the document that I can paste below including example: input and output.

I tried getting code from stable/zed and issue was still there. I followed workaround from https://stackoverflow.com/questions/58854822/python-setup-py-sdist-error-versioning-for-this-project-requires-either-an-sdist and execute command "export PBR_VERSION=10.0.0-2" before executing "python3 setup.py install" and issue was gone.
