Kuryr did not detect tag in devstack

When you use devstack to install a new kuryr test environment. You will find kuryr can't detect neutron tag plugin, this is because, kuryr starts faster than neutron finish load this plugin. Everything goes well once you manually restart kuryr process.

Here is the log:
You can see here, neutron load tag at about 14:48:17.705, at this time, kuryr already finish start.
