Bug Description
Currently kuryr-server emits all the logs to the stdout. However, it should be able to be configurable through the config file and enable users to configure where the log messages are recorded.

Add oslo.log and use its config options by default
This patch introduces oslo.log as the new dependency and modifies the
configuration to use its options by default. Options can be configured
through the generated config file.
