[DOCS] Missing to mention the enforce_sg_rules config enablement for the Network policy feature

Bug Description

The documentation about enabling the network policy support[1] is missing to mention that the option [octavia_defaults] enforce_sg_rules can also be modified in case the ovn-octavia driver is used and set the option it to False.

So the note about the KURYR_ENFORCE_SG_RULES on that same file can be update to include the enforce_sg_rules.
