Clean up reference to deprecated config option

Bug Description

The config option sg_mode was deprecated[1] and is not used anywhere in the code anymore. We should remove all the references to it and to the corresponding DevStack setting KURYR_K8S_OCTAVIA_SG_MODE.

    Clean up references to the sg config option

    Removing references to deprecated sg_mode config option and its DevStack
    setting correspondent, KURYR_K8S_OCTAVIA_SG_MODE. The LB sg creation was
    previously removed, so these references were no longer in use in te
    code.
