[DOCS] Wrong handlers are defined on Kuryr docs

Bug Description

The handlers need to be enabled to correctly handle Kubernetes Services events are (endpoints,service,kuryrloadbalancer) as listed on DevStack default settings[1], and not (lb,lbaasspec) as placed in most of the docs[2] and DevStack local.confs comments[3].

This was due to the recent movement to KuryrLoadBalancer custom resources definitions (CRD)[5]. The docs should be update to reflect the correct handlers.
