[DOCS] Wrong handlers are defined on Kuryr docs

Bug #1899013 reported by Maysa de Macedo Souza on 2020-10-08

Bug Description

The handlers need to be enabled to correctly handle Kubernetes Services events are (endpoints, service, kuryrloadbalancer) as listed on DevStack default settings[1], and not (lb,lbaasspec) as placed in most of the docs[2] and DevStack local.confs comments[3].

This was due to the recent movement to KuryrLoadBalancer custom resources definitions (CRD)[5]. The docs should be update to reflect the correct handlers.

    corrects Kubernetes Services handlers

The handlers that need to be enabled to correctly handle
    Kubernetes Services events are (endpoints,service,kuryrloadbalancer)
and not (lb,lbaasspec) as placed in most of the docs.
This was due to the recent movement to KuryrLoadBalancer custom
    resources definitions (CRD).
