Bug Description
In case of creating security groups corresponding to the network policy, there is a chance that in some cases the same rule will be created twice. Furthermore, there is no need for creating such rules, as they will be already covered by creating default rules.

Fix SG rules to be created twice for the services.
Repeated rules are being created for the service while not needed, but
on the downside it cause increased number of calls to the Neutron. In
this patch we're being polite to Neutron by not creating them.
