Kuryr hopeless if Neutron fails to add port as subport to a trunk

Bug Description

Bug [1] in Neutron causes the ports added as subports to stay DOWN and with old device_owner. Kuryr is then hopeless. In such case we should just remove the subport and add it again.

Already fixed in Neutron, so unless we start seeing this again - no need to fix in Kuryr.
