Bug Description

Hi,

Please, i need some help to install kuryr for k8s, the situation is start of kuryr controller service is interrupted when it tries to create a loadbalancer on openstack using octavia and amphora image for kube-dns service, it stacks on creating listener (udp 53 listener is created but not the tcp 53 listener)

Just in case - this is Octavia's issue - it doesn't support listening on 2 ports on different protocols as of Stein. It's to be fixed in Train. Until then we have this patch [1] that should fix the issue of Kuryr crashing when trying to create such listeners.
