Bug Description

After unstack, in local.conf changed:
KURYR_K8S_LBAAS_USE_OCTAVIA=True
to
KURYR_K8S_LBAAS_USE_OCTAVIA=False

Upon restack, devstack fails with:
Error response from daemon: Conflict. The container name "/kubernetes-api" is already in use by container "64bb5151910dee54c550d7f6c9db579ecdf1390db0a864da55251c498dfcaa89". You have to remove (or rename) that container to be able to reuse that name.

As for me , I just remove the container named "kubernetes-api", and restack.
