Bug Description

Due to the Octavia being used now as default LBaaS implementation, Vagrant configuration should be updated to provide big enough machine to run devstack environment.

There's these env variables you can use for that:

VAGRANT_KURYR_VM_MEMORY=32768
VAGRANT_KURYR_VM_CPUS=4

Should we change the bug to be about documenting it properly?

    Vagrant: Document the increased Octavia reqs

    The default vagrant values are insufficient for running Octavia
    amphorae. This patch addresses it in documentation.
