upstream CI fails randomly with POST_FAILURE error

Bug Description

While addressing any upstream patch that by chance (cloudroulette) lands on OSIC (IPv6) it seems that the devstack job specifically turns off IPv6 support, so the job freezes getting you a failure on these gates:

gate-install-dsvm-default-kuryr-kubernetes
gate-install-dsvm-dragonflow-kuryr-kubernetes-nv

On the dsvm the following settings are set:
* net.ipv6.conf.all.disable_ipv6
* net.ipv6.conf.default.disable_ipv6

so basically the CI instance loses connectivity and times out, giving a POST_FAILURE error.
