Empty mailto: link does not offer the "Open Url" action

Bug Description
If I summon Kupfer and type a period and then type a mailto: link such as "mailto:<email address hidden>", then Kupfer offers the "Open URL" action, which opens my default mail client. This is all expected.
However, if I only type "mailto:" with no address afterward, Kupfer does not offer the "Open URL" action, even though this is a valid URL (it should open the mail client with an empty address list).
