vrf-xfrm-tests.sh in mainline kernel fails with hisi_sec2 loaded

[Bug Description]
Since linux v6.4, tools/testing/selftests/net/vrf-xfrm-tests.sh has been updated with FIPS compliant algorithms and test fails when hisi_sec2 loaded.

The FIPS compliant algorithms are hmac(sha1) and cbc(aes).

[Steps to Reproduce]
1) git clone https://github.com/torvalds/linux mainline
2) sudo mainline/tools/testing/selftests/net/vrf-xfrm-tests.sh

[Actual Results]
Tests passed: 6
Tests failed: 8

[Expected Results]
Tests passed: 14
Tests failed: 0

[Reproducibility]
100%

[Additional information]
Can not reproudce after `sudo rmmod hisi_sec2`
Can not reproduce with tools/testing/selftests/net/vrf-xfrm-tests.sh in linux v6.3
