http://releases.ubuntu.com/8.04/wubi.exe

which today of course should point to:

http://releases.ubuntu.com/8.10/wubi.exe

and in 2 months to 9.04 :)

Just saw that there is a direct link to latest stable version:

http://wubi-installer.org/latest.php

This way, nobody has to update the page every 6 months.
