Bug Description

I realize the developers here all have un-limited unthrottled personal T-1 lines at home, but many of us are using a satellite or cellular broadband download limit. Not one ()&)_(&*_ package manager shipping with Ubuntu offers any kind of built in download manager so most of us get our connections throttled, or receive multi-thousand dollar cell phone bills because that 600+Meg download sent us where past our monthly quota.

KPackageKit doesn't even have the decency to show a hapless schmoe the size of each update they are about to mysteriously figure out they have to click on the arrow to make it blue to download. If you just click on all and it happens to be a full distro update, woe is you.

Description: Ubuntu karmic (development branch)
Release: 9.10

I'm not surprised developers here changed this to wishlist. It is exactly the reason Ubuntu is struggling against OpenSuSE...Absolutely no concern for the realities of the marketplace.

At least OpenSuSE downloads only the packages it needs, installs them, then downloads the next set of RPMs it needs and installs them. This gives your bandwidth a breather.

You absolutely MUST provide a built in DL manager which can be throttle controlled by the user. Even the cable ISPs are now starting to limit downloads.

packagekit uses apt as the backend, so this would need to be implemented in apt

Apt already does this. The Gnome packagekit frontend does this too.
