gates run out of disk space

Some infra backends provides VMs with bigger disk sizes, other multiple disks.
In the case of multiple disks, devstack-gates format and mount the second disk.

This is a step missing in our gates that need such disk formating or some gates run out of disk space.
kolla-ansible with ceph enabled is an example, or oraclelinux in post merge jobs while creating the tarball file for pushing the registry.

    Fix gates out of disk space

    Sometimes gates fails due lack of space,
    post merge jobs gates fails always for oraclelinux
    binary, not being able create a tarball registry.

    This change mounts a second disk in opt and moves
    registry data to opt.
