Bug Description
If a newcomer try to generate the kolla-build.conf configuration sample following the official latest documentation, it won't works at least for CentOS Stream 9 based distribution.
Indeed, if you do follow the documentation, you will install the latest available tox version, however doing that end up with tox complaining about stevedore.named not able to find the kolla namespace, even if the correct namespace matching the setup.cfg entrypoint is used.
Following an IRC discussion with @fricker, using a bounded installation of tox as "tox<4" is working.
