Bifrost no longer ships ironic inspector

Bifrost has stopped shipping ironic-inspector. Instead they have switched to the new "native" in-band inspection (https://github.com/openstack/bifrost/commit/dcbf1d98b92236be7e4b9d89169a66892127e63b). Certain features are not currently supported by the native implementation such as introspection rules. We should ship ironic-inspector to allow the possibility of enabling it via bifrost.yml config (enable_inspector: true). Once the native implementation reaches feature parity we should consider dropping it.
