Bug Description

Contribution of build of Neutron images with TAAS plugin to support port mirroring.
Tap-as-a-Service (https://opendev.org/openstack/tap-as-a-service) is a project to introduce the functionality of port mirroring in OpenStack Neutron provisioned networks, and it can be used as a Neutron plugin.
We also are currently working in a contribution to make it possible to configure it from Kolla-Ansible.
