Bug Description

We currently load default plugin provided by grafana repository, but some basic scenario (Alerting for exemple) require plugins such as the grafana-image-renderer, which is missing.

As an attempt to lets OPS add new plugins to their grafana easily, we should improve the currently existing grafana plugin installation block to support a user defined override list of plugins to install.
