[RFE] Vitrage: Snmp Parsing Support in A Datasource.

Bug Description

We propose adding the vitrage-snmp-parsing service for snmp parsing support as a default service from kolla in the same manner as done in our forked repository.

The proposed feature is paired with the following feature proposal in the kolla-ansible launchpad: https://bugs.launchpad.net/kolla-ansible/+bug/1964780.

These configurations were made following the openstack guide (https://docs.openstack.org/vitrage/latest/contributor/datasource-snmp-parsing-support.html).
