Bug Description

Two plugins, that we install, depend on legacy fluentd and make it install in the image: parser [1] and fluentd-monasca-output [2].

Additionally, the parser plugin is not supposed to be compatible with modern fluentd (same applies to the grep plugin but it does not trigger the installation of old fluentd [and fwiw it does not seem to be used in the first place]).
