Victoria docker images should set ebtables-legacy when setting iptables-legacy

Bug Description

We could not get builds to complete until after running "update-alternatives --set ebtables /usr/sbin/ebtables-legacy" in each of the neutron_linuxbridge_agent containers.

When enable_legacy_iptables is set it configures itself to use iptables-legacy. I think it should also set ebtables-legacy. Or at the very least a enable_ebtables_legacy option should be available.
