Bug Description

Seen in docker logs with centos binary images (train):

++ /usr/bin/update-alternatives --query iptables
/usr/local/bin/kolla_extend_start: line 11: /usr/bin/update-alternatives: No such file or directory

Seems update-alternatives is in /usr/sbin on Centos and /usr/bin on Ubuntu/Debian.
