Bug Description
Affects Train, Centos 8 onwards.
Storm fails to load to load on Centos 8 images since it cannot find the Python interpreter.
```
/opt/storm/
Need python version > 2.6
```
Setting the interpreter explicitly, eg:
```
export PYTHON=
```
Appears to solve the problem.
This also affects Monasca Thresholder since that is based on the Storm image.
