Horizon get 404 error after deploy in Ubuntu binary

Bug Description

I think this bug already happened so long but no one report it.

I got a same issue after I deploy stable/rocky version based on Ubuntu binary.
https://ask.openstack.org/en/question/119782/kolla-ansible-horizon-gives-404-not-found-on-new-install/

The solution of this asking is change to use ubuntu source, but I think this problem should have to resolve.

I tried to figure out what's going on and tried to do the tests. But I still can't find the root cause about it.

Hi,

after upgrade from queens to rocky by kolla-ansible on ubuntu base, I've same trouble with horizon.

In devstack on centos base, I have no such problem.

It will be very cool to fix it.

Sorry, I forgot I'm following this issue.
After the test, the Horizon has become normal. So this one could be close.
