the VM's bandwidth only is 1gbps and download only is 100mbps when i used kolla-centos-queens with 10gbps network

nodes: 1 controller 3 computers cpu:Intel(R) Xeon(R) CPU E5-2680 v4 @ 2.40GHz
network: 10gbps
Neutron plugin : ML2 + OVS
L2 segmentation : VLAN
not use Qos
I have an Openstack Setup where the bare metal nodes work with 10000 Mb/s network bandwidth. However, I do not know why, VM's have a bandwidth of 1000 Mb/s. download bandwidth only 100Mb/s. Where can I change this setting?

- list of NICs and their settings (ethtool output)
- dump of Neutron components (networks, subnets, routers)
- iperf output of testing between VMs on the same network, but on different hosts
