Bug Description
At the moment, Kolla Grafana doesn't support to import custom dashboards on startup. If I want to deploy Grafana using Kolla with a pre-defined set of dashboards (.json format), I have to wait until Grafana is running and then POST the dashboards to the API (manually).
We probably can use node_custom_config folder to automatically import a pre-defined set of dashboards to Grafana container.
