Users cannot properly customise Ceilometer yaml files

Ceilometer ships with a number of yaml files for controlling metrics, pipelines, etc. Right now kolla templates some of these, but not all[0]. Also, there is no with_first_found mechanism or similar to allow users to provide these files themselves. The config task should be modified to allow this.

After discussion with Jeffrey we figured a good way to do this would be to just copy any yaml files a user places under /etc/kolla/ceilometer-* to the relevant service location.
