Modify the following configuration can be solved

delay_auth_decision = True

kolla-ansible reconfigure

This issue was fixed in the openstack/kolla-ansible 7.0.0.0b3 development milestone.

This affects me on kolla-ansible 9.0.1

The issue still persists in 11.0.0 (Victoria) and blocks e.g. cinder-backup service using Swift as backend.
This bug had to be moved to Fix Released by mistake.
