Vm fails to boot after reboot

I booted up a vm and i reboot it and it goes to error state.

This is a nova bug, *(marked as duplicated of it).

If using binary packages, fix is already used, using source with tag 5.0.0 nova is pinned to a version with the bug, next kolla release will have patch on it.
