horizon doesn't collect and compress statics files

Bug Description

if we do a deploy after destroy, the horizon won't collect and compress static files.

how to reproduce:

deploy -> destroy -> deploy again

Although this scenario is not common, it does have some impact

This is because horizon use `/tmp/.local_settings.md5sum.txt` to decide whether should the container handle static files, but kolla-ansible will mount host's `/tmp` to the horizon container, so the temp file generated by previous deployment will affects the subsequent deployment unless we remove this file manually.
