introduces one-time clock synchronization as part of the post-install actions in the bootstrap playbook.
this will not work behind a proxy as the ntp config have now been configured to use internal ntp
servers.
as a workaround a new
enable_time_sync varable should be added to the barmetal roles defaults that is set to True
this will keep the current behavior and allow those behind proxies to disable this step.
