Bug Description

Context:
OpenStack ocata
Kolla image tag: 4.0.0

An installation with Cinder NFS and NetApp is not working properly due to a cpu_time timeout in the ProcessLimits of the image_utils.py in cinder when images are somehow larger than a given amount of GB (say >20G)

This has been fixed upstream into RDO RPM release:
http://mirror.centos.org/centos/7/cloud/x86_64/openstack-ocata/python-cinder-10.0.2-1.el7.noarch.rpm

The official kolla cinder volume RDO binary still has 10.0.0 as package release:
https://hub.docker.com/r/kolla/centos-binary-cinder-volume/

Could you please update upstream images?

Hi, images in dockerhub with a tag cannot be updated. A tag means, this image was build with this code created on this date.

For using the fix, will need to build own images or use newer tags
