running bootstrap-servers on an existing install breaks mariadb

Bug Description

When running kolla-ansible bootstrap-server when adding a new node on an existing install all docker containers get restarted on all nodes. This causes issues including breaking mariadb leaving it needing manual recovery.

this patch fixed the issue for me on stable/ocata.

can this be backported to stable/ocata?

    Fix baremetal role idempotency

    When you add new nodes to existing cluster, docker will restart
    all anyway and that will break a lot, including mariadb.
