No web server module installed in vitrage container

Bug Description
When I deploy vitrage by kolla-ansible, vitrage-api container failed to start with:
Running command: '/usr/sbin/httpd -DFOREGROUND'
/usr/local/
Then I check the vitrage docker file in kolla. I find out there is no web server installed or WSGI to start the service.
